The Rhode Island Primary Care Assessment (RI PCA) is a state funding program created under the Rhode Island Healthcare Services Funding Plan Act (R.I. Gen. Laws §42-7.4). It establishes a sustainable, insurer-based funding model to support Rhode Island’s primary care system and advance statewide goals for access, quality, prevention, and coordinated care.
Under the law, health insurers operating in Rhode Island contribute an assessment based on their number of covered lives (“contribution enrollees”). These contributions are deposited into the Primary Care Services Account, a dedicated state fund used exclusively for primary-care investments.
